    Environmental Program Coordinator

    Plexus Scientific Corporation is seeking a qualified individual to join our dynamic team of professionals supporting the Office of the Chief, Army Reserve located at Ft. Belvoir, VA.  The successful candidate will possess the following experience and skills.

     

    Responsibilities, Areas of Experience, and Duties May Include:

    Must be familiar with environmental, NEPA, sustainability, water, waste and/or energy regulations, policies, and executive orders
    Work with the Environmental Advisor to develop the strategic vision and long-term planning for the Army Reserve Environmental Program
    Work with the Environmental Advisor to develop environmental policies, templates and standard operating procedures
    Work with the Environmental Advisor and the field to develop and implement actions identified in the Army Reserve Environmental Quality Strategy
    Read, comprehend, and analyze environmental documents and recommend determinations/courses of action related to the environmental conditions of property prior to disposal.
    Development and preparation of slide presentations for meetings, conferences and executive level briefings
    Coordinate all weekly and monthly Environmental Team meetings
    Provide logistics and planning support for environmental events, workshops, training programs and conferences

     

    Education/Skills/Qualifications:

    Bachelor’s Degree in Environmental Science, Sustainability, Energy Policy, or related degree preferred
    5 – 7 years’ experience in environmental, energy, or sustainability policy or related field
    Analytical skills a must! Must be able read documents, identify issues/areas of concern, and provide recommendations on course of action
    Familiarity with ASTM E1527 and ASTM D6008 and/or Environmental Conditions of Property a plus
    Experience with Army and/DoD preferred
    Excellent oral and written communication skills
    Ability to work independently and as part of team
    Experience with strategic planning/visioning strongly preferred
    Ability work in a high-paced environment with ever changing needs
    Exceptional time management skills
    Experience working with the Suite of Microsoft Office products (Word, Excel, Access, PowerPoint)

    NEPA Program Coordinator

    Plexus Scientific Corporation is seeking a qualified individual to join our dynamic team of professionals supporting the Office of the Chief, Army Reserve at Ft. Belvoir, VA.

    The Office of the Chief, Army Reserve (OCAR) Army Reserve Installation Management Directorate (ARIMD) has full responsibility for the Army Reserve’s Real Property acquisition, management, and military construction programs. Important to this mission is complying with local, state, and federal environmental laws and regulations, Department of Defense (DoD) regulations, Executive Orders, and master planning requirements.  To meet this need, OCAR ARIMD conducts a wide variety of environmental compliance assessments and provides technical support to its subordinate organizations.

    Candidate will be responsible for completion of project planning and technical report reviews to ensure compliance with the National Environmental Policy Act (NEPA) and Comprehensive Environmental Response, Compensation, and Liabilities Act (CERCLA).  Candidate will also support the conservation of cultural and natural resources if it is determined that those resources could be impacted by a proposed action.

    Candidate will be required to travel within the continental U.S. to gather information, attend meetings, and assess site conditions.  Occasionally, travel may also be required to attend trainings, conferences, and/or workshops.

    Successful Candidate must have a strong working knowledge of NEPA, CERCLA, Endangered Species Act, the Clean Water Act, the Sikes Act, the National Historic Preservation Act, the Archeological Resources Protection Act, the Native American Graves Protection Act, the American Indian Religious Freedom Act, the and other applicable laws, regulations, Executive Orders, and agency requirements.  Experience with ASTM Standard D 6008, Standard Practice for Conducting Environmental Baseline Surveys, and ASTM Standard E1527, Standard Practice for Environmental Site Assessments: Phase 1 Environmental Site Assessment Process, is also a plus.

    Responsibilities:

    Prepare a 5 year NEPA program plan outlining the anticipated level of NEPA document preparation necessary to support real property acquisition, military construction, and real property exchange agreements
    Identify NEPA issues requiring outside agency, regulatory, inter-Army, and DoD consideration
    Participate in regular Army Reserve meetings to determine and advise senior leaders on NEPA requirements and timelines on a per-project basis
    Prepare, coordinate, and/or review NEPA documents, such as Record of Environmental Consideration (REC), Environmental Assessment (EA) and, potentially, an Environmental Impact Statement (EIS)
    Prepare, coordinate, and/ or review Environmental Baseline Surveys and/ or Environmental Condition of Property reports
    Prepare, coordinate, and/ or review analysis documentation necessary to complete NEPA compliance, such as Record of Non-Applicability (RONA) and informational letters with other agencies such as the US Fish and Wildlife Service, State Historic Preservation Officers, and tribal liaisons

    Qualifications (Education and Experience):

    Bachelor’s Degree in Environmental Sciences or related discipline (required), Master’s in Environmental Management, Environmental Policy, Sciences or related discipline is preferred
    Minimum of 8 -10 years of professional experience providing NEPA, Natural Resource, and Cultural Resource technical program support
    Ability to meet the qualifications of an Environmental Professional, as defined in 40 CFR § 312.10(b) preferred
    Strong program, project, and time management skills are essential
    Computer literate and proficient in Microsoft Office. Must be willing to learn new software systems specific to the Army Reserve
    Strong coordination, communication and interpersonal skills are required
    Candidate must be a U.S Citizen, have a current driver’s license, and be able to obtain and maintain a favorable Department of Army background security investigation
