ANNOUNCEMENT: REQUEST FOR DESIGN PROPOSALS

Chiques Roller Mill Dam Removal

Purpose: American Rivers seeks scope and fee proposals from design engineers for the removal of Chiques Roller Mill Dam.  

Project locationChiques Roller Mill Dam is located on Chiques Creek in Manheim, PA (Lancaster County). Coordinates for the site are: 40.10833333, -76.44333333. 

Background: American Rivers is requesting proposals for engineering design work to inform the removal of Chiques Roller Mill Dam (D36-198) on Chiques Creek in Manheim, PA. This stone masonry mill dam is approximately 10-foot high by 130-foot long and is no longer serving a useful purpose. The dam structure has been deemed compromised by PA DEP Dam Safety, and the owners are required to repair or remove it. They’ve chosen to remove it due to cost considerations. Chiques Roller Mill Dam is assigned a hazard classification of C-3, which means that a catastrophic dam failure would not result in loss of life but may impact critical infrastructure. 

Removal of Chiques Roller Mill Dam will open more than 13 river miles, reconnect a portion of the floodplain, and restore natural form and function to the stream. The partners for this project include American Rivers, PA Fish and Boat Commission, Natural Resources Conservation Service, Susquehanna River Basin Commission, and others.

Timeframe: American Rivers will select an engineering firm and provide notification of selection by Friday, February 28, 2020. Execution of a contract will occur shortly thereafter.

Pre-Bid Meeting: American Rivers is conducting a mandatory pre-bid meeting at the project site on Tuesday, February 11, 2020, at 11 am for the purpose of viewing site conditions and asking project-related questions. 

RFP Response: Bids must be sent via email to both Jessie Thomas-Blate at jthomas@americanrivers.org and Serena McClain at smcclain@americanrivers.org by Friday, February 21, 2020, at 5pm ET. Late submittals will not be accepted. For more information, see reference materials.

Selection criteria: American Rivers will make contractor selection based on the following primary criteria: 

  1. Demonstrated understanding of the site and project 
  2. Water resources engineering and design experience (dam removal design experience preferred)
  3. Cost-effectiveness of proposal 
  4. Demonstration of successful cooperation with relevant local, state and federal agencies
  5. Availability to complete the project within the timeframe specified 
  6. Evaluation of qualifications of key personnel 
  7. Clarity, quality and presentation of proposal
