Background Information: The Eastern Shore Land Conservancy (ESLC) is a 501(c)(3) non-profit land trust operating in six counties on the Eastern Shore of Maryland. As a land trust, ESLC’s mission focuses on the protection and restoration of key resources on the Eastern Shore to ensure the sustainability of the agricultural and natural resources of the region. As ESLC is focused on land protection, they seek to find a partner to help landowners with conservation objectives designed to further protect and enhance the conservation attributes of their properties.

ESLC has identified multiple projects within their six county service area where ecological restoration resources are need to achieve landowner goals. These properties are owned by grantors of conservation easements through ESLC’s Land program, which have protected the conservation attributes of the properties in perpetuity. Through the application of management practices, such as wetland restoration and development of living shorelines, ESLC hopes to further protect conservation resources against threats to the region.

Purpose of Request for Proposals: ESLC is seeking an implementation partner to enter into a Memorandum of Agreement (MOA) with ESLC to provide a full range of restoration design and building services in house, including but not limited to, collaborative writing of grant proposals, survey, design, and construction services. ESLC will serve as the non-profit entity for purposes of outreach, project identification, and grant administration.

Proposal Guidelines: All Private Consultant Companies (PCCs) and Non-Governmental Organizations (NGOs) are invited to apply. The proposal should contain a full suite of services offered as relates to the specifics required for ecological restoration projects and to the Purpose of this RFP.

Proposal Evaluation: All proposals will be evaluated by ESLC staff and should be addressed to ESLC Land Program Manager, David Satterfield. Once selected, ESLC staff will negotiate the MOA with the chosen entity, which will be have to be approved by ESLC’s Board of Directors prior to signature.
