Job Summary

This position is in the Natural Resources Administration, Watershed Protection Division and will serve as an Environmental Protection Specialist that will fill the role of Tree Planting and Policy Coordinator for the District Department of Energy and Environment (DOEE). The mission of the Watershed Protection Division is to conserve the soil and water resources of the District of Columbia and protect its watersheds from nonpoint source pollution. The incumbent will serve as the agency’s point person on tree planting and policy and will manage the District’s Urban Forestry Advisory Council. Specifically, the incumbent will manage, coordinate, and track DOEE’s tree grants and initiatives, and coordinate the District’s activities related to tree policy, planning, planting, canopy, and maintenance in coordination with the District Department of Transportation, Urban Forestry Division. The incumbent will play a key role in tracking the current and future tree-related activities within DOEE, and they will work in coordination with sister agencies, the federal government, and private and non-profit landowners and organizations to help the District of Columbia reach its goals to reach 40 percent tree canopy by 2032 and be the greenest, healthiest, and most livable city in the nation.

Duties and Responsibilities

Interprets District and federal statutes, regulations, and guidelines for a specific environmental discipline. Has professional knowledge of other environmental programs that may be affected and can interact with them to a meaningful degree.  Assists in the development and drafting of environmental policies, regulations, guidelines, procedures, and forms. Participates in interagency and intergovernmental groups and organizations to provide policy recommendations, technical review, or regulatory oversight; and conducts public participation activities, including participation in restoration advisory boards, public workshops, public meetings, and public hearings.  Assists in planning and developing educational and technical displays, including charts, graphs, statistical tables, and other aids for use by Department officials in conferences and community programs, and for reports and studies. Makes presentations to the public and the regulated community on environmental and natural resource issues and concerns.  Provides training to lower graded employees in such activities as field studies, tests, surveys, inspections, surveillance, investigations, enforcement, and public outreach and education.  Assists in developing federal grant applications, project cooperative agreements, and memoranda of understanding, and ensures that the grant or agreement conditions are followed.

Prepares annual work plan, and monthly, quarterly, mid-year, annual reports, and maintains grant files. Conducts requests for applications (RFAs), reviews proposals, and administers the solicitation process.  Assists in managing sub-grants, writing agreements, preparing correspondences, conducting on-site visits, reviewing, and approving reports, and maintaining grant files.  Assists in developing documents required by the Department, including strategic plans, briefings, annual reports, and fact sheets.  Develops and reports on performance measures.  Meets with local groups composed of private citizens or representatives of public or private associations to acquaint them with departmental policy on environmental matters and provides information regarding proper methods for controlling and abating environmental hazards and for conserving natural resources.

Qualifications and Education 

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.  To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Preferred experience: The incumbent should have an excellent understanding of the causes of urban nonpoint source pollution, methodologies for stormwater treatment, challenges and opportunities to increasing urban tree canopy, and the ability to communicate and coordinate with a diverse group of partners, colleagues, and customers. Experience managing grants and MOUs, reviewing and approving invoices, tracking performance metrics and reporting on deliverables is important.
