ABOUT SEEDS OF CHANGE: is an environmental and workforce development program at the Howard County Department of Corrections. In 2016, EcoWorks established an on-site native plant nursery operation where inmates learn about nursery operation and plant propagation. This low-cost, high return on investment program develops job skills and helps reduce recidivism.

Since 2016 it has expanded to become part of Master Gardener Program, a UMD educational extension. It continues to support an educational space for scouts, businesses, and gardeners alike. And in 2023 Seeds of Change opened the nursery to the public for sale of native plants, shrubs, and trees.

Location: We are behind the Howard County Department of Corrections. Follow the road between Waterloo and the parking lot in front of the facility, our nursery is around the corner!
