Description of Duties
This position will be responsible for managing watershed restoration efforts, specifically projects and programs to design and install green stormwater infrastructure (including but not limited to rain gardens, bioretention, permeable surfaces, and trees) on public and private properties across the District of Columbia. This position will also manage an innovative Low Impact Development program that focusses on expanding green stormwater infrastructure, best practices, and new technologies in stormwater management. Knowledge of and/or experience preparing competitive grant application proposals is preferred as this position will be responsible for developing and submitting project proposals to potential funders. This position requires project management, oversight of construction projects, grant management, and the ability to effectively work and communicate with a diverse team and group of stakeholders. The incumbent will also utilize their knowledge of watershed protection and stormwater management best practices while conducting effective community outreach and engagement in support to the District’s and the Department of Energy and Environment’s racial equity and environmental justice goals.
At a CS-11 level, the ideal candidate will have a good understanding of the causes of urban nonpoint source pollution, methodologies for stormwater treatment, and Low Impact Development, including the planning and construction of green stormwater infrastructure. Experience writing scopes of work, managing environmental projects, reviewing and approving invoices, and reporting on grant and contract deliverables is preferred. Furthermore, the position involves significant project coordination with District, private, nonprofit, and federal landowners, and interacting with the public to explain techniques to control nonpoint source pollution. Seeking and applying for grants, managing grants, and reporting on federal grants is an important component of this position. Education, experience, and/or training in environmental management, stormwater management, watershed protection, or a closely related field is important.
