Finance and Operations Coordinator
Background and Purpose
WSA envisions every community in Anne Arundel County actively engaged to ensure a healthy environment for all. The Finance and Operations Coordinator (FOC) reports directly to the Executive Director, and supports both the WSA Board and the WSA Leadership Team for the efficient management of this growing non-profit organization.
The FOC serves as the primary liaison with several operations contractors including the full service accounting firm and financial advisory firm, human resources firm and, eventually, a technology support firm and building management company. The FOC increases the efficiency of the WSA team by streamlining processes and filling critical administrative roles such as scheduling and updating policies and procedures.
Watershed Stewards Academy is currently housed at Arlington Echo Outdoor Education Center in Millersville, Maryland, but expects to transition to new office space in summer 2026. The FOC will be instrumental in coordinating all aspects of the move including procurement of office equipment and services, contractual support for a smooth technology transition and coordination of lease logistics. The FOC will serve as the primary contact to the property management company for the new office space.

Duties and Responsibilities
I. Human Resources and Staff Support
- Serve as the primary point of contact for the human resources firm, supporting HR operational functions including payroll and benefits administration.
- Conduct and coordinate triennial compensation and benefits studies to inform and implement necessary adjustments to salaries and benefits.
- Maintain accurate and current job descriptions in collaboration with the human resources firm.
- Assist with staff recruitment and integration activities, which includes:
– Advertising open positions and standardizing job advertisements.
– Organizing candidate screenings and interviews.
– Supporting the hiring and onboarding process.
II. Financial and Contract Management
- Act as the liaison for the financial accounting firm, banks, and investment institutions.
- Provide internal procurement oversight by reviewing financial statements and purchases to ensure correct coding.
- Assist with the creation and management of organizational and restricted fund budgets.
- Support the financial aspects of contract management.
- Support financial reporting and audits as requested by the Executive Director and Board.
III. Risk Management, Insurance, and Policy Compliance
- Manage current insurance policies and serve as the liaison to the insurance company for all claims.
- Maintain and enhance organizational risk management and procurement policies, ensuring proper training, processes, and documentation are in place.
- Ensure the organization maintains compliance with all required non-profit registrations.
- Collaborate with WSA leadership to maintain and update all organizational policies.
IV. Information Technology and Equipment Oversight
- Oversee all WSA supplies and equipment (computers, printers, copiers) and organizational IT systems (e.g., Google Workspace).
- Troubleshoot technology issues, engaging the external technology support firm as needed.
- Procure and maintain new equipment, ensuring the environmentally responsible disposal of old assets.
- Manage and troubleshoot the GoogleWorkspace environment.
- Manage technology contractors, as needed.
V. General Administrative Duties
- Provide general administrative support to WSA staff, including scheduling, event planning, and financial documentation.
- Offer administrative assistance to the Executive Director and the Board of Directors as required.
Skills/Abilities:
- Technology Proficiency:
– Expertise in business technology applications, including video/web conferencing and the Google Workspace/Microsoft Office (Word, Excel, and PowerPoint). Critical strong proficiency in Google Workspace and Microsoft Excel is required.
– Adeptness with Customer Relations Management (CRM) systems (e.g., e-Tapestry). - Financial and Administrative Acumen:
– Ability to read and interpret financial statements.
– Skills in budget creation and management.
– Experience in contract management. - Organizational and Analytical Capabilities:
– Strong organizational skills demonstrated through high attention to detail.
– Excellent analytical skills, including the ability to develop and clearly present concise solutions.
– Proven capacity to manage and prioritize multiple projects simultaneously to ensure timely and productive completion. - Interpersonal and Relationship Management:
– Strong relationship management skills, including the ability to effectively build rapport with both staff and volunteers.
– Ability to communicate clearly with staff, board members, and external partners.
Education and Experience
- Bachelor’s Degree (or equivalent combination of education and experience) in a field applicable to the position, such as non-profit operations or a related discipline, from an accredited college or university.
- A minimum of three (3) years of experience in non-profit operations, including proficiency in administrative functions, technology support, and some experience with budget and grant management.
Work Location and Schedule
- This is a hybrid position, primarily based at the WSA Office at Arlington Echo Outdoor Education Center (975 Indian Landing Road, Millersville, MD), with an agreed-upon telework schedule.
- The FOC role requires approximately 40 hours per week, with a flexible schedule for daytime hours. Limited evening and weekend work may be required.
- Employment is contingent upon a background check and fingerprinting, the cost of which will be covered by WSA.
- The FOC must be able to travel to and from various sites using their personal vehicle; business mileage will be reimbursed.
