The Town of Oxford is seeking a Grants and Communications Specialist to support the
management of a three-year grant focused on studying coastal flooding, shoreline erosion, and
stormwater challenges affecting the community.
This position will play a key role in:
• Grant administration and reporting
• Community engagement and public outreach
• Proposal development for future funding opportunities

Working closely with the Town Manager, the successful candidate will serve as a liaison between the Town and the NOAA/NCCOS Oxford Laboratory research team. The role will focus on strengthening connections between scientists and the local community by facilitating communication and engagement with residents, businesses, and stakeholders.

Through outreach efforts, the Specialist will help ensure that community perspectives inform the research process while also improving public understanding of coastal resilience challenges and solutions.

Education requirements and abilities: Bachelor’s degree, or equivalent experience in grant administration and proposal development.
Responsibilities:
● Track project progress, maintain accurate records, and support timely information sharing.
● Ensure compliance with all federal grant regulations, guidelines, and reporting requirements.
● Prepare and submit grant revisions, including necessary budget revisions and other necessary grant modifications under the supervision of the Town Manager.
● Build and maintain collaborative relationships with external partners and internal teams to support strong communication and responsiveness.

Qualified candidates should be able to:
● Learn, navigate, and utilize various government grant management databases and submission portals.
● Lead grant administration activities including financial and progress report submission, invoicing, budget tracking, and maintaining registrations under the Supervision of the Town Manager.
● Be proficient in basic word processing and budgeting software.
● Demonstrate strong communications skills.
● Demonstrate considerable knowledge of tools and methods for creating digital photo and video content; and

● Communicate effectively through multiple modes and channels across varied perspectives and backgrounds both verbally and in writing.

Highly qualified candidates will have:
● Demonstrated experience with Federal grants management including systems such as ASAP.gov; Grants.gov; eRA; SAM.gov;
● A record of successful proposal submission and grant administration.
● Knowledge of science or engineering research environments.
● An ability to work well with others in team settings.

This position reports to the Town Manager of the Town of Oxford, MD and is positioned in the Town Office in Oxford, MD.
