DEP is seeking to fill a Planning Specialist III position with a candidate who has experience in horticulture or landscape design/architecture related to stormwater management, low impact development (LID), and environmental site design (ESD). The position will support the Stormwater Facility Inspection and Maintenance Program within the Department of Environmental Protection’s (DEP) Watershed Restoration Division. Specifically, DEP is seeking a knowledgeable applicant with experience working with native plants to piedmont area of Maryland, with experience designing planting specifications for LID/ESD practices, and an understanding of Maryland’s design specification for LID/ESD.

Key duties of this position include, but are not limited to:

• Developing policies for LID/ESD planting requirements
• Providing technical guidance and support for LID/ESD site selection and design
• Conducting field evaluations and inspections of LID/ESD projects throughout all phases of construction and post-construction
• Providing guidance for maintenance to county and private contractors
• Supporting, developing and/or implementing outreach programs and initiatives
• Maintaining information on projects, program expenditures and other related information
• Working with contractors, citizens, and general public related to the function and purpose, design, inspection, and maintenance of publicly owned LID/ESD practices.

The ideal candidate must have the scientific and technical skills listed above to organize, prioritize, and accomplish assignments/tasks on schedule; must have a positive attitude; be team oriented, work well under pressure, and have excellent interpersonal and communication skills.

Possession of Chesapeake Bay Landscape Professional (CBLP) or National Green Infrastructure Certification Program (NGICP) certification or equivalent is preferred but not required. Experience with Geographic Information Systems (GIS) is a plus. Basic knowledge and experience with Microsoft Office Products (Outlook, Excel, Word, etc.) is required.

This position requires possession of a valid driver’s license and the ability to drive a County vehicle to attend meetings, visit residential, commercial and governmental facilities throughout Montgomery County to conduct evaluations, inspections and maintenance oversight of these sites that contain LID and ESD practices, and perform other work at locations outside the office. In addition, the incumbent will need to carry equipment and safety items in the vehicle in order to perform their work which includes shovels, traffic cones, electronic equipment, laptop, site plans, mulch and other planting materials.

This position involves field work which includes working in adverse weather, standing for long periods of time, walking long distances over varying terrain and steep slopes, occasional stooping, bending, reaching and the ability to work in trenches, ascend and descend ladders as well as the ability to work along the road Right-of-Way.

Occasional evening or weekend work is required.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

MINIMUM QUALIFICATIONS

Experience: Three (3) years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation or other work directly related to some municipalities planning and development work, such as conservation, stormwater runoff management, low impact development.

Education: Graduation from an accredited college or university with a Bachelor’s Degree in planning, urban design, environmental studies, public administration, or related field such as environmental science, horticulture.

Equivalency: An equivalent combination of education or experience may be substituted.

License: Possession of a valid Class “C” (or equivalent) driver’s license IS REQUIRED from the applicant’s state of residence
