The mission of the Department of Environmental Protection (DEP) is to enhance the quality of life in our community by protecting and improving Montgomery County’s air, water and land in a sustainable way while fostering smart growth, a thriving economy and healthy communities.

DEP is seeking to fill a Program Manager II position to serve as the lead for policy and legislative affairs. This position will report to the Director of the Department. This position develops and oversees the development of major policy and legislative initiatives for DEP. The position also works to develop DEP proposed positions for legislation initiated by the County Council and Maryland General Assembly.

Policy development may include documents and actions related to ensure greenhouse reduction goals are achieved, documents and actions related to watershed improvements taken by the Department to ensure integration with infrastructure improvements and water quality and quantity issues, and documents and activities related to improving the recycling and reuse of materials in the County. Legislative initiatives may include initiation of new legislation to address greenhouse gas reductions, improvements in recycling and reuse of materials, enhanced implementation of the water quality protection charge program, and improvements in efficiency of buildings’ heat and energy usage. Proposals to modify existing legislation to enhance effectiveness, may also be needed.

Key responsibilities include, but are not limited to:

• Developing major policy functional areas affecting DEP operations and mission, and identifying opportunities for enhancement
• Leading the development of new policy documents to guide DEP programs and coordinating with staff and other relevant County organizations
• Developing new legislation to guide implementation and enhancement of DEP programs in cooperation with DEP staff, County Attorney’s Office, sister agencies, and County Council
• Developing communication and implementation strategies for successful introduction and passing of legislative initiatives
• Participating in county-wide working groups related to DEP policy areas and supporting DEP Director’s participation in working groups
• Maintaining cognizance of implementation of DEP programs and operations and County Executive and Council activities, to identify areas of opportunity for enhanced program implementation

The ideal candidate will have considerable knowledge of the methods, principles, techniques, and practices of policy research, development and analysis; partnership building as well as experience establishing and maintaining effective working relationships with Department staff, representatives of various government and private agencies; and have excellent written and verbal communications skills.

The selected candidate must have the ability to work independently as well as work in a collaborative environment within a large organization with multiple priorities. Experience in environmental programs and environmental issues, while not a requirement, is preferred.

This position requires the ability to attend meetings or perform work at locations outside the office, and occasional weekend and/or evening work may be required.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

MINIMUM QUALIFICATIONS

Experience: Thorough five (5) years professional experience in program administration and policy formulation for an environmentally focused program.

Education: Graduation from an accredited college or university with a bachelor’s degree.

Equivalency: An equivalent combination of education and experience may be substituted.
