Background
Watershed Stewards Academy (WSA) is seeking proposals from experienced professionals who are interested in
designing a rain garden and trench drain for Prince of Peace Presbyterian Church, located in Crofton, Maryland. We hope
to hire contractors whose design approach prioritizes how community members interact with new in-ground stormwater
management practices, and who would be excited to create projects that take community feedback and long-term
maintenance into account.

This project is part of the One Water Partnership, of which WSA serves as the technical partner. WSA collaborates with
Interfaith Partners of the Chesapeake (IPC) to design and install green stormwater infrastructure projects at
congregations across Anne Arundel County. IPC serves as program manager of One Water Partnership and will participate
in project reporting, communications, and outreach for this project. This rain garden is a part of One Water Partnerships
Developing Community Partnership for Green Infrastructure and Equity Enhancement Project, funded through the
National Fish and Wildlife Foundation Innovative Nutrient and Sediment Reduction Grant.

Scope of Work
The service(s) to be provided as a part of this Agreement consists of the delivery of Permit and Construction ready design
plans.
The final design schedule will be established in coordination with WSA following the contract award. The project is
anticipated to be ready for implementation in Spring 2027.

Main components for each design should include:
● Final design drawings for green infrastructure practices that:
o includes estimated annual reductions in nitrogen, phosphorus, and sediment loads
o includes construction ready design specifications and applicable permit approvals
o estimates implementation cost
o includes final planting plan using only native plants
● Site map that includes:
o Property boundaries
o Project boundary
o Field-run topographic survey of existing conditions
o Drainage area to the practice and impervious cover in the drainage area
o Mapped utilities and roads
o Grade changes
o Rock placement if applicable,
o Copy of soil survey mapping and field confirmation of soil drainage class
● Estimated implementation cost for the design; trees can be sourced through WSA’s RePlant Anne Arundel
Program
● A detailed 2-year maintenance plan that outlines annual maintenance on a monthly basis.
Note: All landscape designs should be designed to require the minimal landscape maintenance possible once plants are
installed.
This contract is for the design phase of this project only; responsible parties for the implementation of the design will be
decided at a later date. If interested in the site preparation and/or installation aspect of these projects, feel free to
include this in your proposal.

Deliverables
● Attend a kick-off meeting with Watershed Stewards Academy and key stakeholders.
● Attend at least three additional meetings with WSA’s Community Restoration Manager to review designs before
they are finalized.
● Determine all applicable state and local permits, approvals, and authorizations required for the project, including
determining whether the proposed work qualifies for a Standard Grading Plan or requires a Grading Permit.
● Prepare and submit all necessary permit applications and supporting documentation.
● Attend pre-application, coordination, and review meetings with Anne Arundel County and other applicable
regulatory agencies as necessary.
● Obtain all necessary survey, topographic, utility, soil, infiltration, and other site investigations required to
complete the design and permitting requirements.
● Provide 30%, 60%, 90%, and 100% design drawings, computations, specifications, and supporting
documentation.
● Revise and update plans and documents as necessary to address WSA, Prince of Peace, County, and other
applicable agency comments.
● Provide preliminary gross estimate of project construction cost at 30% design phase, and an Engineer’s
Construction Cost Estimate at 100% design phase.
● Provide electronic copies of all final drawings, calculations, specifications, reports, permit approvals, and related
project documentation.

Proposal Submissions and Requirements
● Proposals are due September 28th, 2026 at 5pm.
● The final proposal will be selected on or before October 2nd, 2026.
● Proposals should be submitted to Marley McKind, Community Restoration Manager, marley@aawsa.org.
● Proposals shall include a Cover Letter or Introduction, giving a brief description of the firm’s relevant experience,
and its understanding of the proposed project.
● Proposals shall include information documenting qualifications and experience including:
● Examples of similar projects successfully completed
● Any past collaborations with faith communities
● Working with communities new to the science and construction of stormwater BMPS and native plants
● Navigating sensitivity to the unique needs of communities regarding their outdoor spaces, whether for
recreation or security purposes
● A Project Manager and key staff to be assigned to the project shall be identified, along with the identification of
all other companies or individuals proposed to to be involved with the project.
● Proposal shall include a Work Plan, demonstrating the overall approach to each task in the project, and a
proposed Work Schedule with completion dates for the various tasks and subtasks with the goal of project
installation in Spring of 2027.
● The vendor must provide copies demonstrating proof of insurance in their submission.
