Stormwater Retention Construction – Engineering + Design Services

Permeable Paver Project – 6810 Eastern Avenue NW, Washington, DC

 

1.1 Purpose

ecospaces L.L.C. is soliciting proposals from integrated teams (engineering + design) OR firms that demonstrate clear collaboration between disciplines. Single-discipline proposals are discouraged unless partnered.

 

1.2 Mandatory Team Structure

Proposals MUST include:

– Licensed Professional Engineer (PE)

– Designer (Landscape Architect / Stormwater Designer)

Teams may be:

– In-house multidisciplinary, OR

– Joint venture / subcontracted partnership

 Failure to include BOTH disciplines may result in disqualification.

 

1.3 Project Objective

  1. Engage a civil engineer to complete the design calculations required to quantify the Stormwater Retention Credits (SRCs) this project will generate, outlining the scope of work and associated costs for preparing SRC-related calculations and all relevant documentation needed for DOEE submission and certification.

 

  1. Maximize net SRC yield per dollar invested.

 

Proposals must explicitly address:

– SRC optimization strategy

– Cost vs. performance tradeoffs

– Design scenarios that increase retention volume

 

1.4 Required Design & Analysis Approach

Teams must provide:

 

  1. Baseline Scenario

– Standard permeable paver design

– SRC estimate

 

  1. Optimized Scenario(s)

– Increased storage depth

– Expanded drainage capture

– Alternative configurations

– SRC yield increase quantified

 

1.5 Cost Efficiency Metric

– $ per SRC (REQUIRED)

– Total projected SRCs

– Payback assumptions 

 

1.6 Scoring Criteria (100 Points Total) 

Proposals will be evaluated as follows:

 

  1. Technical Approach (25 pts)

– Strength of modeling methodology

– Understanding of DOEE + SRC program

 

  1. Design Innovation & SRC Optimization (25 pts)

– Ability to increase SRC yield

– Creativity in system design

 

  1. Cost Effectiveness (20 pts)

– Total cost vs SRC output

– Clarity of pricing breakdown

 

  1. Team Structure & Experience (20 pts)

– Demonstrated collaboration between disciplines

– Relevant DC project experience

 

  1. Schedule (10 pts)

– Ability to meet grant deadlines

 

1.7 Required Cost Breakdown

Proposals MUST itemize:

 

– Survey (if applicable)

– Concept Design

– Stormwater Modeling / SRC Calculations

– Design Development

– Permitting Support (DOEE, DOB, DDOT)

– DOEE Submission

 

Optional:

– Construction Documents

– Construction Administration

– As-Built Certification

 

Reference Benchmarks (for context only):

– Survey: ~$5,000

– Stormwater Design: ~$15,000

– DOB Permit: ~$2,000

– DDOT Permit: ~$1,200

 

1.8 Deliverable Standardization

To ensure comparable bids, proposals MUST include:

 

– SRC summary table:

* Baseline SRCs

* Optimized SRCs

* % increase

– Cost per SRC calculation

– Clear assumptions list

– Modeling approach identified

 

1.9 Submission Requirements

Include:

– Experience and Qualifications

2.0 Bid Selection Process

ecospaces will select based on BEST VALUE, not lowest cost.

 

Priority will be given to teams that:

– Maximize SRC yield

– Clearly quantify performance

– Provide transparent pricing
