Kehm Dam Removal

Purpose: American Rivers seeks cost proposals and confirmation of availability from contractors for construction services to remove the Kehm Dam and associated infrastructure.

 

Project location: The Kehm Dam is located on an unnamed tributary to Mill Creek in York County, PA. Coordinates for the site are 39.92328, -76.66820. Please see the full RFP for more information on the site location.

Background: Kehm Dam (D67-483) was originally built in 1954 to create a irrigation/recreational pond. The earthen dam is approximately 270-ft long by 27-ft high, with a 24-ft wide concrete spillway. The dam does not meet dam safety standards and the owners have decided to remove it. Removal of Kehm Dam will reconnect 1 river mile and restore natural form and function to a stream that supports American eel and resident fish. American Rivers, the PA Fish and Boat Commission, and the PA Department of Environmental Protection are the primary partners for this project. American Rivers is the project manager for the project.

 

Project Design and Permitting Status: The project design is provided at the following link: http://bit.ly/KehmRFP. All permits and approvals have been received for this project and are provided at this link as well.

 

Timeframe: American Rivers will select a construction firm and provide notification of selection by Friday, October 11, 2019. We will issue a Task Order on or before November 15, 2019. In-stream construction may not begin until January 1, 2020. This will likely be a two-phase project. More information is provided in the design plans and RFP.

 

Pre-Bid Meeting: American Rivers will provide a mandatory pre-bid meeting at the project site on Monday, September 16, at 11 am for the purpose of viewing site conditions and asking project-related questions.

RFP Response: Bids must be sent via email to Jessie Thomas-Blate at jthomas@americanrivers.org by Friday, October 4, 2019, at 5pm ET. Late submittals will not be accepted. For more information, see reference materials.

 

Selection criteria: American Rivers will make contractor selection based on four primary criteria: 1) demonstrated understanding of the site and project; 2) cost-effectiveness of proposal; 3) availability to complete the project within the timeframe specified; and 4) evaluation of qualifications of key personnel and past dam removal project history.
