Job Duties

The Department of Environmental Quality, Division of Water Permitting, Office of Stormwater Management, is seeking a qualified candidate to review and approve Stormwater Management Plans, review and recommend approval or denial of Erosion and Sediment Control Plans, and review Construction Record Drawings for utility scale solar projects where DEQ is the stormwater management authority. Review and enter data for the processing of Construction General Permit (CGP) registration statements in accordance with applicable laws, regulations and guidance. Work with the regulated community to resolve issues effectively, openly, fairly, and consistently. Provide support to Regional Office staff regarding stormwater or erosion and sediment control technical issues. Provide assistance to the regulated community and citizens of the Commonwealth.

Minimum Qualifications

Knowledge of engineering, urban soil conservation principles, stormwater management, hydrologic and hydraulic engineering principles
Ability to work effectively with little direct supervision; the ability to work well with diverse groups of people; knowledge of compliance and enforcement practices
Knowledge of federal and state stormwater, ESC and water quality control laws and regulations
Ability to communicate clearly both orally and in writing and computer literacy in word processing, spreadsheets, and database management
Strong communication skills and the ability to independently determine adequacy of plan proposals in conjunction with regulatory requirements
Preferred Qualifications:

Must possess a valid driver’s license in order to operate a state-owned or leased vehicle
Provisional certification in both SWM and ESC plan review shall be obtained as soon as possible
DEQ full certification as an ESC and SWM plan review must be obtained within 12 months of employment in the position
Graduation from an accredited college or university in engineering, or physical science discipline containing hydraulic or soils’ principles or in another technical field relating to land development. In the absence of an engineering or physical science degree, a degree with course works in site design, soils, hydrology, surveying, and or environmental law
Extensive experience in working with local governments, design engineers, consultants, or land development industry professionals
