Performs civil engineering work at the professional level in the field and office and does related work as required.

Essential Job Functions

ESSENTIAL JOB FUNCTIONS

Serves as stormwater management engineer, enforcing grading, sediment and erosion controls as specified in the City Code;
Educates the public on stormwater management in regards to specific projects;
Reviews and issues grading and stormwater management approval on permit applications; Inspect stormwater management construction in progress and upon completion;
Maintainsthe Stormwater Management Utility Fee Credit Program List;
Writes field correction notices to contractors to correct issues on site;
Conducts investigations of routine complaints for flooding, sedimentation, water pollution, filed by the general public;
Conducts inspection of existing infrastructure and develops a remediation plan, if necessary; Conducts inspections for bond reduction/release and if issues are present, development of a punch list;
Plans reviews for Grading Permits, Building Permits, Site Design Reviews, Adequate Public Facilities, and Subdivisions for compliance with state and city codes;
Maintains records of stormwater management devices installed throughout the City and maintains a computer data base of such devices and their periodic inspections;
Supervises and maintains necessary records and reports, including NPDES compliance;
Provides technical guidance to inspection staff for code enforcement of permits issued;
Participates in the preparation of specifications, plans, estimates and reports pertaining to the construction, maintenance and operation of a variety of engineering or utility projects;
Assists the Department of Public Works as necessary on Capital Projects;
Performs a wide variety of other civil engineering duties of the same level of difficulty; and
Performs other related job duties as assigned.

Qualifications

Education and Experience:

Bachelor’s Degree in Civil Engineering from an accredited university; and three (3) years of related experience.

Special Qualifications:

Possession of an Engineer-In-Training Certificate or the ability to secure such certificate within six (6) months; Possession of a Professional Engineer License or the ability to secure such certificate within two (2) years. Possession of a valid Maryland State Driver’s License.
