DESCRIPTION: The Department of Environmental Science and Technology at the University of Maryland seeks candidates for Faculty Assistant, Non-Point Source Policy Analyst. The location for this position will be at the Chesapeake Bay Program Office in Annapolis, MD.

POSITION SUMMARY: The Non-Point Source Policy Analyst will lead the Chesapeake Bay Program Office’s efforts to analyze technical data, programs and policies in an effort to provide tangible recommendations to the Chesapeake Bay Program (CBP) partnership with the goal of expanding and improving non-point source nutrient and sediment reduction efforts across the watershed.


  • Work directly with local, state and federal partners, as well as non-profit groups and various stakeholders to design, review and revise implementation plans to achieve water quality reductions.
  • Utilize Chesapeake Bay Program Office (CBPO) data tools and coordinate analysis efforts across a multi-disciplinary team of colleagues to regularly assess implementation plans and recommend potential changes to programs and policies that would result in more cost-effective implementation.
  • Provide expert advice to CBP Agriculture Workgroup and other CBP workgroups and professional teams concerning agricultural and urban/suburban non-point pollution policy ramifications.
  • Collaborate with CBPO modeling team to inform utilization of the CBP watershed model and relevant inputs as an effective tool for informed nutrient and sediment load reduction planning at state and local levels.


  • Bachelor’s degree in agricultural or natural resources management, soil science, environmental science, agronomy with a focus on nutrient fate and transport, nutrient management or closely related field.
  • Working knowledge of agriculture and water quality issues.
  • Some public policy experience.
  • Flexible working hours required; must be available for occasional evening programs. Some overnight travel expected.
  • Strong organizational skills and the ability to handle multiple projects simultaneously.
  • Excellent written and graphic development and oral communication skills for internal and external presentations at meetings, workshops and conferences.
  • The ability to obtain and maintain a federal security clearance.


  • Advanced degree (beyond bachelor’s) in agricultural or natural resources
    management, soil science, environmental science with a focus on non-point
    source pollution, agronomy with a focus on nutrient fate and transport,
    nutrient management or closely related field.
  • Demonstrated teaching (extension/outreach) abilities.
  • Experience with geographic information systems (GIS).
  • Experience working with policy-makers, local, state, and federal government
  • Experience working with water quality computer models, preferably the
    Chesapeake Assessment Scenario Tool (CAST).
