Water Resource Specialist- Virginia Tech

Job Description

Reporting to the Stormwater Compliance Manager in Site and Infrastructure Development, the Water Resources Specialist is responsible for the administration, compliance, and enforcement of Virginia Tech’s Land Disturbance and Virginia Stormwater Management Program Permits. Responsibilities include:

  • Assisting with the development, administration, maintenance, evaluation and enforcement of the Virginia Tech Municipal Separate Storm Sewer System (MS4) Program, with primary responsibility for Minimum Control Measure 4 (Construction Site Runoff Control).
  • Administering and ensuring plan and site compliance with the Virginia Stormwater Management Act (VSMA), the Virginia Stormwater Management Program (VSMP) Regulations, the Virginia Erosion and Sediment Control Law (VESCL), and the Virginia Erosion and Sediment Control Regulations (VESCR) through the Virginia Tech Annual Standards and Specifications for Erosion and Sediment Control and Stormwater Management.
  • Performing and overseeing investigations, inspections, and audits of facilities, projects, or incidents to determine compliance with local, state, and federal laws, regulations, rules, and codes as related to the VSMA, the VSMP Regulations, the VESCL, the VESCR, and other applicable codes, regulations, and guidance.
  • Performing and reviewing engineering analyses for stormwater, sanitary sewer, and domestic water systems associated with university projects and planning efforts.
  • Assisting with the development, calibration, and maintenance of hydrologic and hydraulic models associated with the university.

Required Qualifications

  • Bachelor’s degree in the engineering or environmental fields, or an equivalent combination of training and/or experience.
  • Knowledge of, and experience working with the Virginia Stormwater Management Program (VSMP).
  • Experience reviewing or developing erosion and sediment control (ESC) and stormwater management (SWM) plans.
  • Knowledge of the Virginia Runoff Reduction Method and experience with the Virginia Runoff Reduction Method Spreadsheet.
  • Knowledge of the Virginia Stormwater Best Management Practice Clearinghouse specifications for Stormwater Best Management Practices.
  • Knowledge of hydrology, hydraulics, and the general civil engineering principles used in site development.
  • Proficiency with office computer functions such as word processing and spreadsheets.
  • Ability to apply knowledge of laws, regulations, policies, and procedures to programs; handle multiple priorities; and analyze problems and develop effective solutions.
  • Ability to communicate effectively and work in a team environment.
  • Ability to work in tight spaces (manholes, vaults, trenches, pipes, etc.); traverse steep, uneven and soft terrain, creeks/streams, and construction sites; climb and work off of ladders and manhole steps; and work outside in various weather conditions.
  • Ability to safely move and handle manhole and vault lids weighing up to 50 lbs.
  • Licensure/Certification required for entry into position: Must have or be able to obtain the following within one year of hire date: Virginia Department of Environmental Quality Combined Administrator certification for both Erosion and Sediment Control and Stormwater Management.
  • Valid driver’s license.


Preferred Qualifications

  • Experience administering, overseeing, or evaluating a Commonwealth of Virginia MS4 Program for a locality, a state or federal agency, or a university.
  • Experience performing ESC and Stormwater Pollution Prevention Plan (SWPPP) inspections of regulated development sites for compliance with the VESCR and the VSMP Regulations.
  • Experience working with VSMP Construction General Permits.
  • Knowledge of and experience working with the Virginia Tech MS4 Program and the Virginia Tech Annual Standards and Specifications for ESC and SWM.
  • Experience with CAD and GIS.
  • Experience working with and/or leading student workers in a professional/technical environment.
