This role-play game was designed to initiate a conversation about how sea level rise and climate change will affect Maryland’s coastal communities. It shows how a diverse range of stakeholders in a fictitious town on Maryland’s eastern shore might address the risks of climate change that they face. The game imagines a nine-party negotiation assisted by a professional mediator. In the story (or scenario) around which the game is organized, a group of local officials and stakeholders are confronted with a challenge: they have been asked by their community to reach agreement on a set of strategies for managing climate change risks or sacrifice the substantial financial assistance that the Governor is offering to a few communities that are ready to proceed. The group must use the “scorecard” provided to demonstrate that its plan will respond effectively to the different kinds of risks they face while staying within strict cost guidelines.
