. The Montgomery County Parks Department is seeking a highly motivated and detail-oriented professional
Deputy Budget and Procurement Manager to help in the management of its approximately $161 million operating
budget.

The Deputy Budget and Procurement Manager works closely with the Budget Manager and acts as liaison
between the Budget Office and eleven distinct divisions to analyze, prepare and allocate annual operating
budgets, conduct research, and coordinate department-wide programs with various stakeholders. In addition, this
position provides procurement and contract management oversight for the department and direct management
for department-wide contracts.

Montgomery County Parks serves a diverse population of more than one million residents in Montgomery County,
Maryland, and manages 419 parks on more than 37,000 acres of parkland. Montgomery Parks has an annual
operating budget of over $160 million, and career staff of more than 870 employees.

The ideal candidate will have excellent analytical, problem-solving and interpersonal skills, a passion for leading
and training diverse teams, be an effective public speaker, and be an expert in navigating both budget and
procurement processes and systems. The goals of this position include providing accurate and complete Parks
budgets and projections, partnering with senior leadership and budget coordinators to drive continuity,

What the job will involve:
  • Drives standardization and continuous optimization of internal business processes affecting budget and financial spending and controls.
  • Assists Budget Manager and budget coordinators with the design, planning, and execution of the operating budget.
  • Liaisons with the Commission’s Central Administrative Services (CAS) and County offices to ensure that Department procedures are consistent with generally accepted methods of accounting and Commission practices and policies.
  • Clearly communicates important budgetary and financial information in both oral and written formats.
  • Performs analysis and develops business process recommendations to improve efficiency and effective cost savings.
  • Works with facility manager to develop spending plan for the Wheaton Headquarters Building Internal Service Fund. Tracks expenditures and projects spending for each fiscal year.
  • Provides technical advice, training, and assistance to support staff on the basics of fund accounting and usage of the Commission’s Enterprise Resources Program (ERP) financial software system.
  • Assists in training staff on processes for budget preparation, expenditure tracking, quarterly projection procedures, and other financial analysis.
  • Coordinates and implements departmental procurement work program and coordination with Central Purchasing to manage purchases including the solicitation and administration of contracts for the Department.
  • Effectively utilizes commission-wide Enterprise Resource Planning (ERP) system and Microsoft Excel for budget, financial and procurement tracking.

Preferred Qualifications

  • Knowledge in varying budget methodologies, such as zero-based, outcome-based or program-based budgeting is preferred.
  • Proficiency in using the various Microsoft Office products, especially Excel, and experience with Infor/Lawson or other Enterprise Resource Systems (ERP)

Minimum Qualifications

1. Bachelor’s degree in human resource management, Finance, Business or any related field.
2. Four (4) years of progressively responsible experience in Human Resource Management,
finance or any related field.
3. An equivalent combination of education and experience may be substituted, which together total 8 years.
