This position serves as the Lead Procurement Officer for the Chesapeake and Coastal Service and is responsible for fiscal and administrative activities in the Chesapeake and Coastal Service. The incumbent reviews and approves all grant and contract actions using FMIS/ADPICS/ R*STARS including, but not limited to, Blanket Purchase Orders (BPOs) and Purchase Orders (POs) for the Unit. The incumbent leads encumbrance review for the Unit. The incumbent trains administrative staff on proper preparation and submission of procurement items following established State and Unit policies and guidelines. This includes performing daily and long range administrative and operational activities related to Budget, Procurement, Personnel/Human Resources and various fund source management. This position supervises daily operational functions for the Unit for Procurement, accounts payable and contract/grant processing and Travel as well as being the lead in telecommunications, Unit Corporate purchasing card operations and Unit Inventory and oversees portions of Fiscal Year closeout activities.
