JOB SUMMARY

Under general supervision from the MS4 Coordinator, performs semi-skilled and skilled maintenance work and equipment operation and assists with the Storm Water Management Plan; performs related duties as required.

ESSENTIAL DUTIES AND FUNCTIONS

  • Creates, plans, and organizes education and outreach materials for compliance with MS4 Permit, Stormwater Management Plan, and Berkeley County Stormwater Management Ordinance;
  • Conducts construction, post-construction, and illicit discharge inspections for compliance with site SWPPP, approved engineering plans, land disturbance permits and Berkeley County Storm Water Management Ordinance;
  • Collects discharge samples from businesses both commercial and industrial to ensure compliance with Federal, State and City Regulations;
  • Operates and maintains sampling Sends samples to laboratory for analysis;
  • Maps and diagrams storm water structure and line locations; collects related data; logs jobs completed and coordinates information with GIS division; may provide locations for storm drain;
  • Coordinates compliance with other county service district inspectors and litter control

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Considerable knowledge of storm water systems, management, methods, materials, County Storm Water Management Ordinance, County Standard Operating Procedures and applicable county, state, and federal regulations;
  • Customer service techniques, including face-to-face, telephone, and e-mail;
  • Correct business English usage, including spelling, grammar, punctuation, and vocabulary;
  • Thorough knowledge of equipment operating principles and procedures; thorough knowledge of the hazards and safety precautions relating to equipment operations; thorough knowledge of maintenance operations; skill in the operation of all equipment.

Ability to:

  • Read and interpret plans and specifications;
  • Establish and maintain effective working relationships with employees, contractors, other departments, property owners and the public;
  • Follow standard safety practices and procedures common to equipment operation; ability to follow written and oral instructions;
  • Write reports and keep accurate records;
  • Utilize the Microsoft Office Suite with a beginner to intermediate level of competency;
  • Explain and apply policies and procedures; understand and follow verbal and written directions;
  • Communicate effectively, both verbally and in writing. with contractors and citizens;
  • Operate motorized vehicles and various heavy equipment, personal computer including word processing and data base software;
  • Use initiative and sound independent judgment within established guidelines.

EDUCATION AND EXPERIENCE

  • High School or equivalent required;
  • Any combination of education or experience that would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: three (3) years of stormwater inspecting, environmental education and outreach, streets and drainage system construction, maintenance or repair experience, or any equivalent combination of education and experience which produces the required knowledge, skills and abilities;
  • Must possess a registered Stormwater Inspector Certification within six months of hire;
  • Must have a current valid driver’s license;
  • Performs duties on trouble truck and must be generally available and respond to emergency “call outs” at any time of day, year-round, regardless of weather conditions.

WORKING CONDITIONS

  • Frequently required to sit; talk or hear; use hands and fingers to grasp and feel objects, tools, or controls; and reach with hands and arms;
  • May be required to wear and/or use personal protective and other safety equipment;
  • Could encounter some stress in meeting deadlines;
  • Occasionally required to stand, walk, stoop, kneel, crouch, or reach; may be required to lift up to 25 pounds;
  • Specific vision abilities required by this job include close vision and the ability to adjust focus;
  • Work will be done in an office environment and field settings; may be subject to adverse conditions to include extreme heat, extreme cold, wind, rain, snow, dust.
