The main purpose of this position is to serve as the supervisor of the Federal Grants branch of the Chesapeake and Coastal Services unit. The incumbent is responsible for oversight and distribution of all funds associated with federally mandated approved programs associated with National Oceanic and Atmospheric Administration (NOAA), the Environmental Protection Agency (EPA) and the US Fish and Wildlife Service (US FWS). In addition to oversight for all federal grants, the incumbent is responsible for the Full-life Cycle management of the NOAA awards through our Coastal Zone Management (CZM) and CBNERR Programs. Without this position, Unit and Federally-supported programs could not fulfill national and State objectives. The incumbent manages the funding, provides for proper management and distribution of funds and provides direction to contractors and in-house staff to manage federally-approved projects. The incumbent provides valuable grants and project management and contracting information on highly complex issues ranging from the regulatory environment, Office of Management and Budget (OMB) Circulars, accounting and auditing issues, grant budgeting, financial management, intellectual property, ethics and conflicts of interest for the Unit. This position serves as the Unit lead with Finance and Administrative Service regarding distribution of grant/cooperative agreement funds including Federal and non-Federal match. Additionally, the incumbent assists the Associate Director and the Unit Director with the fiscal year closeout process and other duties as assigned.
