About You

Mr. Slater is a retired environmental compliance professional with over 40 years of direct experience in both the public and private sectors. He most recently served as the Water Resource Program Manager for the Baltimore Metropolitan Council where he coordinated jurisdictional efforts regarding public water supply and watershed management, including planning and compliance.

Mr. Slater continues to teach as an adjuct for Carroll Community College in Westminster, MD and is also certified as a Qualified Professional Instructor for the MD Department of Natural Resources. In that capacity is teaches short courses through the Community College to certify individuals to perform work under Maryland’s Forest Conservation Act.

Prior to 2010 Mr. Slater served as the Environmental Compliance Officer for Carroll County, MD,s government where he developed a County Compliance Plan in an effort to established a system to track and manage compliance responsibilities. His responsibilities included internal compliance management relative to the NEPA, CAA, CWA (NPDES, MS4, TMDL, etc.), EPCRA, CERCLA, and RCRA compliance, including internal audits and oversight. He also assisted agencies and private entities with planning and projects and acted as the County NEPA liaison.  Mr. Slater was initially employed as the County’s Director of Natural Resource Protection and served in corresponding positions until being assigned to the compliance oversight role. He also served as a member of the regional local Emergency Planning Committee (LEPC) and sat as Chair for several years. After retiring from government, Mr. Slater was employed by KCI Technologies to investigate and develop marketing opportunities related to the Chesapeake Bay program and Bay TMDL while also being involved with water resource related project development.

Prior to his government service, Mr. Slater spent over 20 years in consulting, predominately with Bechtel Corporation as an Environmental Licensing Supervisor. Those responsibilities included working with clients on facility based planning and compliance management for CAA, CWA, RCRA, EPCRA, CERCLA responsibilities. After leaving County government Mr. Slater also spent some time working with KCI.

Mr. Slater holds a Bachelors and Masters Degree from Towson State University in Geography and Environmental Planning and has also accomplished additional studies at Johns Hopkins University in Civil and Environmental Engineering.  He is a member of the American Institute of Certified Planners, and has been certified by the Institute for Professional Environmental Practice (IPEP) as a Qualified Environmental Professional (QEP). He is also a member of ASTM and their E50 Committee.
